Within three years of the original entry into force (or by 22nd July 2014), an impact assessment and review of RoHS 2 scope (including restricted substances) will take place. Depending on the outcome of the review and assessment, the scope may be altered and further restricted substances proposed. Four substances (HBCDD, DEHP, BBP and DBP) have already been highlighted for priority assessment.
The approach to the review and assessment has been documented in Article 6 of RoHS 2, which advocates a change in assessment methodology making it similar to that of the REACH Regulations. According to this, any amendment to the list of restricted substances under RoHS shall "be coherent" with REACH taking into account Annex XIV (authorisation) and XVII (restrictions).
These impact assessments, led by the BIO Intelligence Service and ERA Technology, are being held right now and you have a chance to put forward your thoughts in the second Stakeholder consultation which runs from now until mid April 2012. There are two ways in which you can get involved. The first is the second Stakeholder meeting taking place on the 21st February 2012 in Brussels. To register to attend the meeting and see the agenda, click here.
Alternatively, you can complete this questionnaire to offer your opinions to the consortium (also attached to this post).
The first consultation was conducted between 18th October 2011 and 6th January 2012, with the first stakeholder meeting taking place on the 29th November 2011 in Brussels. You can access presentations from this meeting:
- Introduction
- Product groups affected by scope changes
- 20 product groups proposed for impact assessment
- Definition of homogenous materials and LSFI
- Next steps
If you want to put your views across, make sure you take part in this impact assessment as the final report is due for publishing on the 6th July 2012.
