Remote update for Cyclone IV E

This is an exmaple remote update core for Cyclone IV E, which is similar to the one for Cyclone III in Nios II EDS.

To use this core, create ip/rcu dir in your project dir, and copy the attached files in it. Then you can add the core in sopc builder. Driver is similar to Cyclone III.

This core MUST run at a a clock lower or equal to 40 MHz.

TBD: this is not tested in real hardware, please let me know if it work.
