On 31st December 2011 a number of RoHS Exemptions are to change

Exemptions: 1a, 1b, 2a-1, 2a-2, 2a-3, 2a-4, 2a-5, 2b-3, 2b-4, 3a, 3b, 3c. 4a, 4b-I, 4b-II, 4b-111, 4c-I, 4c-II and 4c-III are all to have their threshold limits reduced.

All of these Exemptions are concerned with the level of Mercury in products. The reductions are intended to reduce the risk from Mercury emissions when lamps containing Mercury are broken or damaged in particular during the dismantling and recycling process.
