As a rule of thumb, don't use zero width wires, they generate HUGE Gerber files. One way to try would be to use a non-copper layer, or create your own layer and fill in the space between the rectangle and the polygon.
Since EAGLE doesn't recognize the created layer as a copper layer then the polygon won't do any thing to try to avoid that layer. When you go to produce your gerbers include that extra created layer. It will all be processed as part of the same file and if you check it in a gerber viewer you'll see that it looks as intended.
That's the best way I can think of to do it.

It might not be an EAGLE file, we are not the only piece of software that uses the .brd extension, I remember we once received a file from a user with a similar issue. Upon further investigation we discovered it was not an EAGLE file at all but rather the file was made on another PCB package (The exact one escapes me right now).
A good way to check it to try to open the file using Notepad. You'll probably get a lot of garbage but if you look through the file you might find some readable text that will give you a clue as to the origin of the file. That is how we were able to solve the problem I mentioned previously.

Hi Richard,
I am laying out a board and trying to make custom via sizes that EAGLE doesn't seem to like.
More specifically I'm trying to create a via with a Drill of 50mil and diameter of 70mil, but it would seem EAGLE limits my diameter to 75mil.
Is there a way around this?

I just purchased EAGLE Standard not realizing that the board size was still limited. Can I own EAGLE Standard for the Schematic editor and EAGLE Professional for the Layout editor?

I regret to inform you that it is not possible to mix licenses, you can't have a Standard Schematic and a Pro Layout. It's either all Pro or all Standard.

I hope you are doing well. I assume that you wanted to get started working with EAGLE, the question seems ambigous, if you would like to start working on something else then elaborate and I'll help you as much as I can.
Getting started with EAGLE is very simple. All you need is to go to www.cadsoftusa.com and download the Freeware version of EAGLE for your operating system of choice (Mac, Windows, or Linux). This version as it's name implies is free, it's limited to a 4"x3" board, 1 schematic sheet and two layers( Top and bottom for placing components or routing circuits).
The EAGLE manual and tutorial are included with the download as PDFs. Those are the single best sources of information on how to use EAGLE. If you work through the Tutorial you'll find that you pick up EAGLE much faster.
To help you on your journey, I have included a text document with Links to tutorials on EAGLE.

I started a board layout but only the top and bottom layers are available. I have a full license. How do I make the inner layers available? I did copy and paste schematics from other files that were two layer boards. I need to make a four layer board.

Try going to www.cadsoftusa.com->Downloads-> Miscellaneous. Look for gbreagl5.zip, it contains an executable that turns your Gerbers into an EAGLE script file, this will allow you to import the Gerbers into EAGLE.
You can also try the EAGLEPCBpowertools v5 06 that's in the miscellaneous section, it a limited use demo but maybe it can work for you.

I hope you are doing well. You can control the number of layers used through the DRC. If you look in the EAGLE manual section 6.5 you'll find everything there is to know about using multiple layers in EAGLE.
Here's the short and skinny:
In the DRC window, select the layers tab. You'll find a field labeled setup, that contains what seems to be a mathematical equation by default (1*16). It is through this equation that you set the number of layers, and whether you want to use blind, buried, and/or microvias. So let's say you want to use 4 Layers set the equation to (1*2*15*16). If you want to use 6 layers (1*2*3*14*15*16), and if you want to use 8 layers type (1*2*3*4*13*14*15*16).
