Through 3rd party

let said a product is to be imported into Europe, and this product is manufactured elsewhere. Can this manufacturer go through a 3rd party or their own company based in Europe to go through the substance registration?

Manufacturers based outside the EU cannot register or obtain authorisation.
If they wish to do this they have to appoint an EU agent known as an "only
representative".
