I would start by looking into Project Horus, reported on back in 2010. They were able to take the balloon to 35,000 meter (21.78 miles on their best attempt) on numerous test flights. Build upon their project and make it better.
Building upon the shoulders of giants is a common way to breakthroughs and pushing a device forward. Their site is packed with everything you need to know.

Here is one: a nice view from the ground of what happens when a balloon bursts.

Hey guys,
I know Terry (Project Horus) very well and infact was incontact with him when he did his first flight.
He's got a very good team around him these days and I believe the rules in Australia are quite relaxed on radio power and frequencies compared to the UK.

Absolutely right!
I am from India and i am a ham. In comparison to other nations, India enjoys many relaxations in the field of r.f. operation.
One of the biggest challanges is in U.K.
