Explosive dousing device banned for export to Iraq and Afghanistan

http://www.independent.co.uk/news/uk/crime/head-of-bomb-detector-company-arrested-in-fraud-investigation-1876388.html

I found this news story incredible. Apparantly UK and Iraqi forces have been using a device that works on the priciples of dousing to detect potential explosive devices. The device is now banned from export, but only to Iraq and Afghanistan, as they endanger UK troops, its still legal to export anywhere else in the world. The MD must be a sales genius, selling a rod with a plastic handle for £15k, or treble that to Iraqi security services. The next version will have flashy lights and look more sophisticated though!

How far on is electronics "sniffer" equipment that can break down smells to constituent parts to identify explosives etc? Will these devices ever reach the handheld size to be used in portable equipment?
