Also, have a look at Silicon Labs CP2102 chip, this is a USB to UART, but your can easly add a MAX232 MAX232 to it to get RS232 levels.

If you don't want to have the usual problem of all USB <===> UART chips which request a driver installation for the PC (due to CDC class use), there is a chip which is doing the job WITHOUT ANY DRIVER

If you look for a straight USB <===> USART conversion chip, you may also consider the MCP2200 which is dedicated to this.
It has an extremely small package option ( QFN 20 )
There is also an evaluation board for it
