If you constrained to using PetaLinux 2018.3, then your best bet would be to 'install' the 2018.2 BSP using PetaLinux 2018.3 and accept the warnings (if any) about the BSP created in a previous version.
$ petalinux-create -t project -s /path/to/minized.bsp
This is not guaranteed to work, but it *should* work. It has been Xilinx policy to keep the Linux kernel version the same for major version releases (2018.x), so updating a 2018.2 BSP in the 2018.3 tools *should* require minimal effort and hassle. It would likely require much more work, and potential of the BSP breaking, if you were to work backward and try to open an 2019.1 BSP in the 2018.3 tools.

I am specifically looking for Petalinux BSP 2018.3 for Minized, I saw there are a couple of download links for Petalinux BSP 2019.1 + 2018.2.
If the BSP is not available, what is the fastest why to get the Petaliinux BSP 2018.3 for Minized?
Should I modify the Petalinux BSP 2018.3 for Zedboard?
