I might be able to assist with that. But I probably need to understand a bit more of you requirements. My understanding is that your product will be running far away from "base stations" so the communication with the Internet/SMS Service will need to be done directly from the device itself, correct?

a built in alarm warning of the danger of possible shock or electrocution. Unit also trips a GFI circuit and is powered by a 9V battery. Unit will be installed
near pools, spas, marina docks, floating docks . . . anywhere people who work or play around the water. It will be close to cell towers, Wi-Fi routers, etc.

At first look you might have a few options there, but I believe having a GSM/3G connection could the be the most practical way as you don't need to configure connectivity with some random Wi-Fi router. The only "CON" is that you'll need a little SIM Card with a subscription/pre-paid and credit to send a TXT message or perform a TCP connection to send the alert... but should be a very low cost to keep the service running anyway.

You do not say what is nearby? Cell tower or ??? If out in the wilderness, this can be tough.

I am in need of sending a short wireless text and email warning message from my invention to designated smart device(s) (phone, tablet, watch, computer)
when our unit is tripped. The unit has a PCB that is powered by a 9V battery which only draws power when the unit is tripped or a "battery test" function is
performed. The unit will be installed outdoors as a monitoring device and is tripped when 5 volts or more of electric current is detected through its sensor. The unit is relatively small
(6"x3"x2") I am looking for companies that would provide a complete solution (hardware & software)?
