It seems that somehow the files were messed up when uploading.
The local copy I have of the official file is fine (I just tested it) - but somehow this BSP was extracted and renamed when it was sent to the E14 file repository.
NOTE: a BSP is really just a tar.gz and named .bsp. I've not tested it, but you might be able to just gz the tar file and rename, then run the plnx create.
Officially, I would rather you use the OFFICIAL file.

Also, I was just thinking, if you wanted to, you could build you own either from the branch of the tag. If you are interested let me know. I am putting a blog together on this, but have not completed that as of this time.
If you come across this later, the download links and BSPs appear to be corrected at this time. Please let me know if you have further download issues!
I downloaded UltraZed-EG IO Carrier Card - PetaLinux 2019.2 Enhanced BSP file for petalinux 2019.2 but it is not working, I can't create a project with this file.
I got following error when creating the project:
> petalinux-create -t project -s BSP/uz3eg_iocc_2019_2.bsp
> ERROR: No PetaLinux projects found in the BSP /home/jonathan/Xilinx/PetaLinux/BSP/uz3eg_iocc_2019_2.bsp!
