There are several commercial products that do this, so the answer is yes. A simple internet search will find multiple solutions.

I'm going to go out on a limb and assume by "the 7inch touchscreen" , you're referring to the Raspberry Pi 7” Touchscreen Display - and I'm going to say out of the box, plug and play. No, in its default "I just bought it, will it work?" state, it will not work.
You can totally get touch screen displays that work with the Arduino, these tend to work over i2c or SPI. The Raspberry Pi touchscreen doesn't strictly speaking work over this type of connection, I believe it uses DSI to another standard, which requires high speed data lanes. You can probably adapt with extra electronics, for an Arduino to work with it, it's not going to be easy.
